The InteRussia team announces a call for applications to join the InteRussia fellowship programme for specialists in the field of energy from Latin American countries, which will be hosted by St. Petersburg State University of Economics.
The programme offers participants an opportunity to learn about the key areas of development of the Russian fuel and energy sector and the current energy agenda amid the transformation of the global energy architecture. Fellows will take part in training on relevant topics, attend lectures and expert sessions, and visit government institutions, industrial enterprises, and major energy infrastructure facilities. These include the Ministry of Energy of the Russian Federation, the Moscow Government's Department of Transport, facilities of Mosenergo, Rosseti, Transneft, Gazprom, and Rosatom state corporation.
The final result of the programme will be the preparation of a research project based on the analysis of the current state and development prospects of the energy sector in the participant’s country in Latin America.
The fellowship will take place from July 27 to August 22, 2026
Location: Moscow and St. Petersburg, Russia.

Who can apply?
Specialists in the field of energy who meet the following requirement are invited to apply:
- citizenship of one of the countries of Latin America;
- residence outside of the Russian Federation;
- no academic or employment affiliation with Russian educational institutions or employers at the time of application (candidates must not be enrolled in Russian educational institutions or employed by Russian organizations);
- age between 21 and 40;
- professional proficiency in English (a minimum of B2 level).
How to Apply?
To participate in the competitive selection process, applicants must:
- Register on the English-language version of the Gorchakov Fund website. If you do not receive a confirmation email, please check your spam folder.
- Go to the “My Projects” section, click “Create Application,” select the competition “InteRussia Energy Latin America 2026”, and confirm your choice.
- Fill out all required sections of the application form.
- Attach a link to your portfolio.
- Submit the application by clicking the “Submit Application” button in the “Apply” section and wait until the status changes from “Preparing” to “Submitted.”
Fellowship Terms
The organizers provide:
- travel from the participant’s place of residence to St. Petersburg and back;
- accommodation in double rooms at the UNECON dormitory;
- a scholarship of 30,000 rubles for the duration of the programme.
Participants cover the following expenses:
- medical insurance;
- visa application fee;
- meals during the fellowship period.
